Commercial DSCR loan requirements in 2026

A DSCR requirement is the minimum ratio of net operating income to annual debt service that a lender will accept, and it caps the loan amount. Freddie Mac's conventional fixed-rate term sheet sets a 1.25x minimum amortizing DCR. HUD's market-rate multifamily programs use 1.15x. SBA's standard 7(a) program requires 1.15x on business cash flow. Banks, life companies, CMBS lenders, and debt funds set their own minimums by property type, leverage, and rate.

What does a DSCR requirement measure?

The debt service coverage ratio compares the income a property produces to the loan payments it has to make. A ratio of 1.00x means income exactly covers the payment. Anything above that is cushion for vacancy, expense spikes, or a rate reset.

A minimum DSCR works as a ceiling on proceeds. The lender takes its underwritten net operating income, divides by the required ratio to find the largest payment it will allow, then converts that payment into a loan amount at the rate and amortization it is using.

What DSCR do agency and SBA programs require?

The thresholds below come directly from the program documents linked in the sources. Each program can adjust them by property, product, or market, and each document can change, so confirm the current version before relying on a number.

Freddie Mac multifamily DSCR requirements

Freddie Mac's conventional fixed-rate term sheet sets a 1.25x minimum amortizing debt coverage ratio for 5-year, 7-year, and longer terms. Maximum loan-to-value is 75% for terms of 5 years to under 7 years and 80% for 7 years or longer when the loan amortizes or is partial interest-only. Full-term interest-only loans still need 1.25x, but leverage drops to 65% for terms of 7 years or less and 70% for terms longer than 7 years.

2 details change how borrowers should read that number. First, the term sheet says the ratio is calculated with an amortizing payment even during an interest-only period, so interest-only does not raise proceeds under this test. Second, no separate refinance test is required when the loan has an amortizing DCR of 1.40x or greater and a loan-to-value of 60% or less.

Freddie Mac's Seller/Servicer Guide adds a combined test when it consents to subordinate financing. Chapter 8 says the combined debt service may not produce a DCR below 1.20x and the combined debt may not exceed an 85% loan-to-value.

HUD multifamily DSCR requirements

HUD sizes 221(d)(4) new construction and substantial rehabilitation loans and 223(f) acquisition or refinance loans at the lesser of the requested amount, the statutory limit, the amount supported by debt service coverage, and the amount supported by loan-to-value or loan-to-cost. Mortgagee Letter 2025-03 lowered the market-rate coverage requirement from 1.176x to 1.15x and raised the leverage limit to 87%.

Affordable projects with a rent advantage to market, and projects where 90% or more of units carry rental assistance, use 1.11x and 90%. Mortgagee Letter 2026-1 applies those same 1.11x and 90% thresholds to qualifying middle income 221(d)(4) projects. The letters do not cover Section 232 health care loans or Risk Share loans.

SBA 7(a) and 504 DSCR requirements

SBA loans finance owner-occupied property, so SBA measures coverage on the operating business, using operating cash flow against all business debt service including the new loan. Under SOP 50 10 8, standard 7(a) loans over $350,000 need a ratio of at least 1.15x on a historical or projected basis and 1.00x on a global basis, and 504 loans need at least 1.00x.

SOP 50 10 8.1 takes effect October 1, 2026. It keeps the 1.15x standard 7(a) minimum and raises the 504 requirement to 1.15x measured on historical cash flow, with projections allowed when history falls short. Details on both programs are on the SBA 504 and 7(a) page.

Fannie Mae multifamily DSCR requirements

Fannie Mae's Multifamily Selling and Servicing Guide tells lenders to comply with the minimum DSCR in Form 4660, Multifamily Underwriting Standards. For structured adjustable-rate loans, the Guide sizes the loan to the lesser of the amount supported by that minimum DSCR and the amount supported by the maximum loan-to-value, with coverage calculated on an amortizing debt service constant.

The minimums themselves sit in Form 4660 and vary by pricing tier and product, so this guide does not restate them. A Fannie Mae DUS lender can confirm the current requirement for a specific property.

How do banks, CMBS lenders, and debt funds set DSCR requirements?

Outside the agency and SBA programs, no public document sets the minimum. Each lender writes its own credit policy, and the requirement moves with the risk of the deal. These factors usually decide where a lender lands:

  • Property type. Hospitality and other operating businesses usually need more cushion than stabilized apartments
  • Rate type. Floating-rate loans are often tested at the cap strike or a stressed rate instead of today's rate
  • Amortization basis. Some lenders test the interest-only payment, others test a 25-year or 30-year amortizing payment
  • Underwritten income. Lenders replace actual vacancy, management fees, and reserves with their own assumptions
  • Other tests. Loan-to-value and debt yield can cap the loan before DSCR does
  • Sponsor and recourse. A guarantor with liquidity can offset thinner coverage for some lenders

Hypothetical example: how the DSCR minimum sets the loan amount

This example is hypothetical, with round numbers chosen to show the math. The coverage minimums of 1.30x and 1.45x are illustrations, not program requirements. Assume $1,000,000 of underwritten NOI, a hypothetical 6.00% rate, and a 30-year amortization, which gives a loan constant of 7.19%.

Why your DSCR and the lender's DSCR differ

Borrowers often calculate coverage on trailing income and discover the lender's number is lower. In a hypothetical case, a $12,000,000 loan at 6.00% on a 30-year amortization carries $863,353 of annual debt service. On the borrower's $1,000,000 NOI, that is 1.16x. If the lender adds a vacancy factor and a management fee and underwrites NOI at $950,000 instead, coverage falls to 1.10x and the loan has to shrink.
